Depending on how the assessment requirements and SATs are actually implemented, it should not be difficult to use tests to find out whether or not certain attainment targets have been reached. It should be possible to mix SATs, tests and criteria matching so that the National Curriculum requirements are satisfied and the schools own assessment and recording procedures compliment this by providing more detail and flexibility.
